Visionary AV-over-IP System Modernizes Historic Ellis County Courthouse

In Waxahachie, Texas, the Ellis County Courthouse stands as a historic centerpiece of Romanesque Revival architecture. Completed in 1897, the building features detailed ornamentation and contrasting masonry, reflecting the craftsmanship of its time. As the county has grown to nearly 200,000 residents, the courthouse has evolved to meet modern demands, including a recent overhaul of its outdated AV system.

During recent restoration efforts, which included structural repairs and accessibility enhancements, the county partnered with longtime integrator Infinity Sound to modernize the audiovisual infrastructure across four courtrooms. The existing system — an aging mix of VGA, RGB and HV components — had become unsustainable.

“The system was 15 years into a 10-year lifespan,” said a representative from Infinity Sound. “It was a patchwork of old VGA, RGB, and HV components that needed multiple HDMI converters to keep it working. It just wasn’t practical anymore.”

Infinity Sound, which installed the original system, designed a complete AV-over-IP upgrade using Visionary’s PacketAV Matrix Series. The new setup preserved the courtroom layout—with inputs at the judge’s bench, prosecution and defense tables—but replaced legacy cabling with networked video endpoints.

“At this point, Visionary has become our go-to video system provider,” said Noah Mast, CTS, sales consultant at Infinity Sound. “The flexibility and simplicity they offer with the PacketAV Matrix Series are unmatched. I really appreciate the DUET 2 devices because they support both HDMI and USB-C, which makes them compatible with virtually any computer.”

A new endpoint was added at the witness stand to improve clarity for presenting video evidence, and the upgraded routing allowed courtroom staff to control displays and projection screens directly from Visionary’s decoders, which include built-in RS-232. Infinity also used NETGEAR switches to simplify deployment.

“Visionary’s decoders are a standout,” Mast said. “… It’s a streamlined, all-in-one solution.”

While the courthouse is currently using existing all-in-one displays for conferencing, the new system is designed to accommodate future video conferencing integration.

“They’ve recently invested in desktop collaboration units, so they’re holding off on a broader video conferencing rollout for now,” Mast added. “But the system is ready whenever they are.”

Mast noted that Visionary’s technology is now a mainstay across nearly every Infinity Sound video project. “From procurement to backend support, they’ve been awesome to work with. Honestly, the fact that we rarely need support says everything — it just works.”

The upgrade has given courtroom participants a more reliable, modern solution that allows them to manage video feeds and route content to displays with precision.
